|Macau Red Cross held debating tournament to promote International Humanitarian Law |

Macau Red Cross (MRC) held the first “Red Cross Youth Universities Debating Tournament on International Humanitarian Issues” on October 28, for the purpose of promoting International Humanitarian Law (IHL) and related knowledge. Four Mandarin Debating Teams, including University of Macau, City University of Macau, Macao Polytechnic Institute, and Macau University of Science and Technology were invited to participate in the tournament to discuss about humanitarian issues, and also to compete for the awards.
Over the years, MRC has actively developed humanitarian undertaking in Macau, strengthened interregional exchange and cooperation, as well as organized various events to let the public understand the IHL.
Chou Kuok Hei, MRC Central Council Vice President, said in his speech that organizing the tournament would help teenagers in Macau to understand and study the IHL, and to think deeply about its essence. Therefore, they would concern more about protection of life, health, and dignity of human being, and know that the law could help balancing between maintenance of humanitarian consideration and dispensability of military behaviour. Moreover, it could put war under legal restriction, and limit the damages brought by it, thereby alleviating human from sufferings.
The tournament was divided into two preliminary rounds in the morning and two finals in the afternoon. Warmly heated debates were developed among all participants around the role played by IHL in international relations, such as “Implementation of the International Humanitarian Law should be taken care by international organizations or by sovereign nations”, “Violations of the International Humanitarian Law should be stopped through military interventions or through political negotiations”, etc. After a whole day of fierce debate, the Champion, the First Runner-Up, and the Second Runner-up of the tournament were respectively awarded to Macau University of Science and Technology, University of Macau, and Macao Polytechnic Institute, and the City University of Macau won the Merit Prize. The Champion of the tournament is going to represent the MRC in the coming “China Red Cross Youth Debating Tournament of International Humanitarian Issues” in Shanghai.
In addition to Chou Kuok Hei, MRC also invited Zhao Qin, expert of IHL and lawyer from Shanghai, and Wu Xinli, representative of Red Cross Society of China as panel judges of the tournament to give score and comments. All three judges recognized that the students performed well during the tournament by showing their full understanding to basic concept of IHL; also, they brought out new perspective and discussion of it. MRC pointed out that the tournament was just a beginning. They would organize more related events in order to popularize the IHL, especially for young people to learn and understand its importance.
MRC Central Council Vice President Chiang Sao Meng, Member and Treasurer Leong Vai Chun, Members Lei Chong Kai, Ho Sio Man, Wong Hing Tim, Iau Teng Pio, Poon Yiu Win, Members of Fiscal Council Vong Hou Piu and Eusebio Lau also attended the event of the day.
